The Public Works Department is comprised of four Divisions; Engineering, Road and Bridge Maintenance, Building and Grounds Maintenance, and Administration. A fifth Division, Water and Wastewater Systems, is shown on the organizational chart, however, it has not yet been formally established, and the activities associated with this Division are currently performed by the Administration Division.

The Department develops the plans and specifications related to numerous engineering projects, oversees and co-ordinates the activities of various design firms performing work for the County, provides construction inspection for County projects, provides survey services for County projects, inspects driveways for conformance with the County standards, evaluates and develops solutions for numerous drainage issues, researches and resolves right-of-way issues, monitors numerous grant programs, and provides other engineering services as required.

The Department is also responsible for a significant portion of the County's dirt and paved roads, providing and maintaining signage, traffic signals, mowing rights-of way, repairing potholes, developing re-surfacing recommendations and monitoring the re-surfacing program, grading and maintenance of dirt roads, and performing small construction projects as required.

In addition, the Department provides building maintenance, janitorial, and grounds maintenance services for County owned buildings, co-ordinates the activities of the various Municipal Service Benefit Units (MSBU's), operates and maintains several water plants and wastewater treatment plants, oversees the operation of the County Barge Port, and performs administrative functions such as; receiving customer calls, preparing, routing, and tracking correspondence, preparing work requests, maintaining work orders and Department work records, and preparing, executing, and monitoring the Department budget.
